            Senator Romano moved to amend the bill by striking out the enacting section and inserting in lieu thereof a new enacting section, to read as follows:

            That §61-7-6 of the Code of West Virginia, 1931, as amended, be repealed; that §20-2-5 and §20-2-6a of said code be amended and reenacted; that §61-7-3 and §61-7-4 of said code be amended and reenacted; and that said code be amended, by adding thereto two new sections designated §61-7-3a and §61-7-3b, all to read as follows:
